The parents laugh, but they’re not really joking. In a suburb where the average home has a backyard pool or a community lake at the end of the street, every skill is a layer of armor.
"At the playground, the other moms ask two questions," jokes Sarah Chen, whose 20-month-old, Emma, just passed her "float-and-call" test. "First: 'What preschool are you using?' Second: 'Is your kid water-safe?' If you say no, you feel like a negligent parent."
